OPERATION: Empty Body with two header blocks, MU="1" and "wrong". (Test T23)

This operation sends a string value in a header block that is unknown to the receiver, and a string value in an "echoOk" header block. MustUnderstand is "1" for the unknown header block, and has the invalid value "wrong" for the echoOk header block.
